Butheneedsthe15otherCommonwealthnationstoagreetothechanges.

TheywouldapplytoanychildrenoftheDukeandDuchessofCambridge-eveniftheywerebornbeforealawchange.

Atpresent,theActofSettlementgivesmalechildrentherighttoleapfrogtheiroldersistersintheorderofsuccessiontothethrone.

'Historicalanomaly'

Butinhisletter,MrCameronsaid:"Weespousegenderequalityinallotheraspectsoflifeanditisananomalythatintherulesrelatingtothehighestpublicofficewecontinuetoenshrinemalesuperiority."

Thechangewouldmeanafirst-borndaughteroftheDukeandDuchessofCambridgecouldbecomeQueen.

Butitwouldnotapplytopreviousgenerations,soPrincessAnnewouldnotleapfrogheryoungerbrothersAndrewandEdwardtobecomefourthinlinetothethrone.

MrCameronalsosaidthebanonanymonarchmarriedtoaRomanCatholicwasan"historicalanomaly"andcouldnot"continuetobejustified".

ButhedidnotproposechangingthebanonmonarchsthemselvesbeingRomanCatholicbecausetheBritishmonarchisalsoheadoftheChurchofEngland.

ThemonarchalsohasrepresentationattheGeneralAssemblyoftheChurchofScotland,eitherinpersonorthroughaHighCommissioner.

Athirdchangewouldamendtheprovisionsofthe1772RoyalMarriagesAct,whichrequiresalldescendantsofKingGeorgeIItoobtainthemonarch'spermissionbeforemarrying.

Thegovernmentproposestolimitthatrequirementtothefirstsixinlinetothethrone.

'MatterforParliament'

Anychangesrequiretheagreementofall16Commonwealthrealms-theUK,Canada,Australia,NewZealand,Jamaica,AntiguaandBarbuda,theBahamas,Barbados,Grenada,Belize,StChristopherandNevis,StLucia,theSolomonIslands,Tuvalu,StVincentandtheGrenadinesandPapuaNewGuinea.

MrCameronistodiscusshisproposalswithfellowleaderswhenheattendshisfirstCommonwealthheadsofgovernmentsummitinPerth,Australia,laterthismonth.

DowningStreetsaidthatBuckinghamPalacewas"aware"oftheprimeminister'sletter,buttheQueenwasunlikelytobeinvolvedinanydiscussionsatPerth.

Changestolegislationwere"amatterforParliament",saidMrCameron'sofficialspokesman.
